Article 39, Clause 2 of the “Exit and Entry Administration Law of the People’s Republic of China” stipulates that foreigners residing or staying in places other than hotels must register with the public security organ at their place of residence within 24 hours of check-in, either by themselves or by the accommodating person. Article 76, Clause 1, Item 6 stipulates that those who fail to report foreigner accommodation registration information to the public security organ as required will be given a warning; if the circumstances are serious, a fine of between 1,000 and 5,000 yuan will be imposed. Based on the aforementioned legal provisions, the public security organ legally conducts accommodation registration management for foreigners coming to China, including overseas Chinese. Foreigners residing in scattered communities can register their accommodation not only at the local police station but also through community police offices and foreigner service stations.
